FOR MAYOR OF NORTH OAKS — NOVEMBER 2026

Fritz Johnson

A neighbor committed to transparent governance, fiscal responsibility, and preserving everything that makes North Oaks uniquely ours.

ABOUT FRITZ

Building Businesses, Serving Communities

My wife Sharon and I have lived in North Oaks for over 9 years now. We both grew up around the edges of North Oaks. Living in this amazing place is a dream come true.

During the past 40 years I’ve been involved with multiple small business startups. Not all were successful, and I learned a lot from those failures. Several of these companies are still in business and providing industry-leading, world-class products. I actually know how to make great things.

Along with creating companies and job opportunities, I’ve been active in business and civic organizations including as President of the Quad Area Chamber of Commerce, Lino Lakes Economic Development Advisory Committee and Public Safety Citizens Advisory Committee.

Our 3 children and their spouses plus our 5 grandchildren all live close by. North Oaks is such a wonderful place to be with family and friends. In North Oaks, we’re home.

PLATFORM

Three Commitments to North Oaks

Transparency, Governance & Safety

1

Residents deserve to know how decisions are made — and to participate in making them.

  • Open forums to improve resident input, engagement, and communication

  • Restore process for constituent proposals for City Council feedback

  • Consistent, uniform data reporting on city finances & services

Fiscal Responsibility

2

North Oaks residents have seen significant property tax increases. We must hold the line on spending, demand accountability in every budget cycle, and work to ensure your tax dollars deliver real value.

  • Line-by-line budget scrutiny

  • Multiple contract bids on high expense projects

  • Resident-first spending priorities

Preserving Our Founding Principles

3

The vision that built North Oaks — natural environment, privacy, self-governance — is worth defending.

  • Conservation-first land use decisions

  • Protecting North Oaks’ character

  • Upholding resident self-governance

WHAT I’LL WORK ON

Specific Priorities for the Council

Resident Voice at Meetings

Restore the ability of residents to make proposals for real engagement with the City Council.

Property Tax Accountability

Audit recent increases and publish a plain-language explanation of where every dollar goes.

Open Session Governance

Push major decisions into open session so residents can observe and hold the Council accountable.

NOHOA & City Coordination

Work constructively with NOHOA to maximize the value of both dues and taxes — no duplication, no gaps.

Data-Driven Decision Making

Bring evidence and analysis to every significant vote rather than relying on anecdote or tradition alone.

Natural Resources Stewardship

Initiate strong collaboration with VLAWMO and our Natural Resources Commission to protect lakes, wetlands, and trails.

WHY NORTH OAKS

Traditions of the Past & Legacy for the Future

“I'd like you to support me in my quest to honor the Hill family vision to keep the skies of North Oaks dark so we can wonder at the stars, keep the trails and roads slow and meandering, keep the oaks and other trees big and vital so we can continue to enjoy living in this amazing place where generations have built intimate connections with community and nature.”

North Oaks is unique in so many ways. The relationships between the City Council, NOHOA, surrounding cities, St. Paul Water District, VLAWMO, Lake Johanna Fire District and Ramsey County Sheriff along with MANY others is a very intricate system that requires great care to maintain.

My wide-ranging background has given me skills to hear and understand the concerns of all stakeholders and create sustainable outcomes for the future.

As Mayor, I’ll tap into the traditions of the past and help create a legacy for the future.
